ABOUT THE VTN PROGRAM
Military veterans have made significant sacrifices in service to their country, and many of them struggle with healthcare issues. Disabled American Veterans (DAV) and Veteran Affairs Healthcare (VHA) Directors work together to oversee the transportation program, Volunteer Transportation Network (VTN), that helps veterans overcome transportation barriers to medical treatment.
DAV provides much-needed support to military community by connecting veterans with resources, providing advocacy, and helping to access essential services. The VTN service is provided free of charge to reduce transportation barriers, improve access to medical care, and increase mobility options for veterans. Volunteers are crucial to the success of the VTN program and DAV chapter membership, as they help with fundraising, organizing community events, coordinating outreach efforts, and providing non-emergency medical transportation in their community.
The aim of the VTN is to provide safe and reliable transportation service for veterans who need assistance getting to and from VA medical appointments. This service helps veterans that experience limited mobility, lack access to public transportation, and cannot drive. Volunteers will ensure that veterans have a reliable and safe means of transportation to their VA medical appointments, helping to boost healthcare utilization, and improving health outcomes in the veteran community.
The VHA processes all VA volunteer on-boarding packages. The VA volunteer on-boarding and vetting process typically takes 4-6 weeks to complete. The Center for Development and Civic Engagement (CDCE) Department at the desired VHA facility assists volunteers with the on-boarding process.
MISSION STATEMENT
DAV established the Volunteer Transportation Network (VTN), a free non-medical transportation service, in collaboration with the Veteran Affairs (VA) Healthcare System nationally. The shuttle service helps to provide transportation to and from VA scheduled medical appointments for ambulatory veterans who have limited mobility, lack access to transportation, or cannot drive themselves. The service ensures that veterans have reliable and safe transportation to their medical appointments, helping to improve health outcomes in the veteran community.
Our VTN program is dedicated to providing safe, reliable, and compassionate transportation to individuals who require assistance getting to and from medical appointments. Our mission is to ensure that every client receives the highest level of care and attention, and their their transportation needs are met with the utmost professionalism and respect.
DAV strives to make a positive difference in the lives of veterans by providing timely and efficient transportation services that enable them to access medical care without the stress and worry of transportation. PROGRAM GOALS
Ensure client satisfaction: The VTN program strives to ensure client satisfaction by providing excellent customer service, responding to feedback and concerns, and continually improving the quality of service. Client satisfaction is our top priority.
Provide safe and reliable transportation services: The primary goal of the VTN program is to ensure that veterans receive safe and reliable transportation to and from medical appointments. We achieve this goal by recruiting qualified volunteer drivers, maintaining a well-maintained fleet of vehicles, and adhering to all relevant safety regulations.
Improve access to healthcare: Anther important goal of the VTN program is to improve access to healthcare for veterans who face barriers. We achieve this by offering free on-demand transportation, working with insurance providers, and establishing partnerships with healthcare organizations.
Enhance the quality of life for veterans: Transportation can be a significant source of stress and anxiety for individuals who require medical care. By providing reliable transportation services, the VTN program helps to reduce stress and enhance the quality of life for veterans.
Increase efficiency and reduce costs: Finally, the VTN program aims to increase efficiency and reduce costs wherever possible. We achieve this goal by implementing efficient scheduling and dispatching systems, utilizing technology to track vehicles and drivers, and adopting cost-saving measures such as fuel-efficient vehicles.

- Complete the volunteer questionnaire to notify your local VA CDCE Department
- Download, Print, and Complete the following forms:
- Volunteer Application
- Universal Fingerprint Request Form
- VHA Baseline Health Status Intake Form
- Declaration for Federal Employment
- VA Volunteer Blue Badge
- Acknowledgment of Notice of Privacy Practices
- Tuberculosis Screening and Testing Form
- Assignment of Functional Categories VA Form 10-0539
- Driver's License Verification
- COVID-19 Vaccination VA Form 10-263
- Flu Prevention Update for Employees, Volunteers, Researchers, and Trainees
- Take, sign, and submit the White Ribbon Pledge.
- Complete the listed Volunteer TMS Training, Print each TMS Training Certificate, and Submit them to the CDCE. Including:
- Mandatory Training for Volunteers
- Annual Mandatory Training for All Personnel TMS Course No. 4300999
- HIPPA and Privacy
- Privacy, Information Security, Rules, and Behaviors
- Schedule an appointment with CDCE to be fingerprinted and see Occupational Health. Be sure to bring the following to your scheduled appointment:
- Two (2) forms of Identification (e.g. passport, social security card, driver's license, birth certificate, etc.)
- COVID vaccination card
- Immunization records
- Join your local DAV Chapter for guidance, community engagement, and networking opportunities.
- Download the VA volunteer on-boarding summary list to assist with keeping organized.
- Make a copy of the submitted documents for your records.
- Unless stated otherwise, submit all volunteer on-boarding documents to CDCE Department at the desired VHA facility.
